Japan is alarmed by the recent US Government decision to no longer defend them,
a withdrawal from bases all over the world.
　米政府はこれ以上彼ら（日本）を防衛出来ないとの決定、即ち全世界の基地からの撤退を、日本は最近警告された。

They know during the coming Earth changes that their lands will be devastated,
and fear being overrun during such a time.
　やがて来る地球異変の間に米国が荒廃する事を、ブッシュ政権は知っている。
そしてそのような荒廃の期間に、侵略されるのを恐れている。

There is naught they can do, but are pondering being honest with their populace to strengthen their defences, allowing survivors that can be prepared for immigration as well as sustaining themselves with farming and fishing.
